The authorisation system is regulated by the French Social Action and Family Code. It applies to home help organisations operating as service providers, particularly those working with the elderly, disabled people and families.
Personal services organisations working with vulnerable groups (children under 3, people aged 60 and over or people with disabilities) have the right to choose between the authorisation system and the quality approval system.
CESU beneficiary (or CESU user or individual employer): this term is used to designate any person who receives prefinanced CESUs with which they pay for personal services.
The prefinanced CESU voucher deposit slip is the document that must accompany prefinanced CESU vouchers in order to claim their reimbursement.
It consists of 3 detachable sections.
The first is for the affiliate to keep,
The second is reserved for the bank (only for direct workers)
The third accompanies the CESU vouchers until they are deposited with CRCESU.
Each slip has a unique number. It is personalised with the affiliate details: NAN code, full name, address, bank details (only for home workers).
Each deposit of CESU vouchers must be accompanied by a deposit slip.

CRCESU is an Economic Interest Group set up by the 5 CESU issuers, to reimburse prefinanced CESU vouchers and manage the file of affiliated persons (persons likely to be paid in CESU and accepting this method of payment)
In particular, CRCESU is responsible for:
listing and managing the affiliation of service providers (direct worker, childminder, legal entity providing personal services) following a registration request,
sending employees their NAN code (National Affiliation Number) and their slips for depositing CESU vouchers,
managing information relating to the personal area on the CRCESU website,
transfer the equivalent value of the CESU to the worker's bank account.
