The procedure varies depending on whether you are a natural person (direct worker, childminder) or an organisation (association, company approved for personal services).

  • If you are a private individual (natural person or childminder), you can register directly online or by post. For more information, please click here.
  • If you are a legal entity, you can download the registration form (for out-of-home childcare, personal services, taxi company or taxi driver) corresponding to your activity, fill it in and return it by post. For more information, please click here.

If you are employed directly by a private individual (other than an agency), your employer must declare your salary and pay social security contributions. They must therefore join Urssaf service Cesu / Urssaf service Pajemploi / CGSS (depending on their situation).

In a letter dated April 2013*, the French Post Office informed us that it was no longer able to deliver envelopes benefiting from the "transport of declared securities" service.
In order to continue having your CESU vouchers reimbursed in complete security, CRCESU offers you the following services:

Private individuals and registered childminders
- Online direct deposit (€0.80 incl. tax per deposit, unlimited vouchers): Through your personal area on our website, in the "online direct deposit" section, you can register your vouchers online. You no longer need to send them to your processing centre.
- Deposit at a bank branch: You deposit your prepared CESU vouchers** at your bank (subject to acceptance by your bank).

*Extract from the information message from La Poste

"...However, the specific conditions of sale currently applicable to this service, which have been sent to all our customers, specify in article 2.2 that declared securities and cash on delivery are excluded from collection and delivery.
Further to our various exchanges with your departments (interview of 20 November 2012 and email of 28 November 2012), I would like to confirm that it is not possible for La Poste to continue to deliver declared securities to you as part of this home delivery service.
As we have already indicated, I would like to draw your attention to the fact that no declared security will be delivered to your home after 29 March 2013...".

**How to prepare your delivery:
1. Endorse your CESU vouchers (write your full name and NAN code on the back and sign).
2. Attach sections 2 and 3 of the completed deposit slip.

Are you a private individual or a childminder?

CRCESU does not deduct any fees from natural persons, except for online deposit (online deposit service). In all other cases, the amount of the payment is equal to the amount of the slip.

Online deposit is an optional and complementary service. You can deposit your CESU vouchers directly through your personal area. It's immediate and secure! The fee is €0.80 (incl. tax) per voucher deposited, unlimited vouchers.

Are you a legal entity (association, company, local authority, self-employed entrepreneur)?

Differences may relate to:

  • Registration fees (deducted when you join)
  • Management fees, depending on the affiliation contract you have signed and the issuer of the CESU vouchers.
  • Charges for secure delivery (e.g. online direct payment).

Details of the charges appear on your invoice sent for each payment and are available in your personal area.

The cases listed in decree 2005-1360 of 3 November 2005 do not provide for a commission to be charged to the CESU beneficiary.

You are not obliged to accept CESU payments. They must be mutually agreed.

The prefinanced CESU vouchers you have received in payment are valid until 31 January of the following year, and you can claim reimbursement from CRCESU up to 28 February*, as evidenced by the postmark or bank stamp. The validity date is printed on the back of the CESU.

It depends on whether you are a natural person, an employee of a private individual-employer, a personal services organisation or a collective childcare organisation.

Employees working directly in their own homes do not need authorisation.

Childminders, who look after children in their own home or in the home of their employer, must have authorisation or approval issued by the General Council.

For personal services organisations working with vulnerable or fragile groups, approval issued by the departmental prefect is required in order to redeem CESU. For other personal services organisations working with non-vulnerable groups, a declaration of activity is required in order to redeem CESU.

Collective childcare facilities must have received authorisation or approval from the General Council. This authorisation may be a proof of opening issued by the prefecture indicating that the facility is authorised to take in children in the specified age range, or a deliberation by the local council.

Whatever the legal status (public or private, etc.) or type of manager, the rules for obtaining approval, authorisation or prior notice from the President of the General Council are the same.

Contact your local Departmental Directorate for Labour, Employment and Vocational Training (DDTEFP) or visit the approvals section of the www.servicesalapersonne.gouv.fr website.

If you are employed directly by a private individual (other than an agency), your employer must declare your salary and pay social security contributions. They must therefore join Urssaf service Cesu / Urssaf service Pajemploi / CGSS (depending on their situation).

There are two ways to sign up for the Urssaf service Cesu:

either online: http://www.cesu.urssaf.fr/cesweb/home.jsp (24-hour turnaround)

or by filling in a paper application form that your employer can obtain from their bank or URSSAF (one month turnaround).

A direct debit authorisation must be attached to the application to pay the social security contributions.

For more information, contact Urssaf service Cesu on +33 (0) 806 802 378 (Free service + call charge) or visit their website: http://www.cesu.urssaf.fr/.

You do not need to ask your employer for a payslip, as you will receive a certificate of pay from Urssaf service Cesu / Urssaf service Pajemploi / CGSS (depending on your situation).

Are you a minor who wishes to accept prefinanced CESU vouchers as payment?

To accept and be reimbursed for CESU vouchers, you must be 16 years and 1 month old.

Approval to provide personal services is an administrative authorisation issued by the Prefect or the General Council, allowing a company, association or local authority to provide personal services. This document is essential if the organisation is to join CRCESU, redeem its CESU and benefit from tax and social security advantages.

For a childminder, approval is an authorisation issued by the President of the General Council allowing them to practise their profession.

Employers declare their wages to the Urssaf service Cesu so that employees can benefit from social security cover.

Affiliation to CRCESU is required for the reimbursement of prefinanced CESU vouchers issued for the payment of a service.

Collective childcare facilities (crèches, day nurseries, kindergartens, after-school childcare centres, leisure centres for children under 6) are exempt from all costs relating to the reimbursement of prefinanced CESU (article L1271-15-1 of the French Labour Code, amended by law No. 2010-853 of 23 July 2010).

Article L1271-1 of the French Labour Code, amended by law No. 2010-853 of 23 July 2010, states that non-hosted leisure centres for children under the age of 6 may be paid using CESU.

Only optional services such as online deposit, remote electronic transmission or online direct payment are charged.

Given the exemption, collective childcare facilities outside the home are automatically subject to the 21-day circuit.

No. In accordance with the law, prefinanced CESU vouchers are used exclusively to pay for personal services.

The company or works council that allocates and finances all or part of the CESU benefits from tax advantages:

A 25% tax credit on aid paid, up to a maximum of €500,000 per financial year.

Exemption from social security contributions up to a maximum of €2,421 per employee per year.

The use of the prefinanced CESU also helps the beneficiaries (individual employers):

They benefit from a reduction in income tax of 50% of the expenses incurred (on the part not covered by a contribution).

You can pay for personal services provided in your own home and for childcare provided outside your home.

This applies to services:

to the family: childminding at home or outside the home by a registered childminder, as well as crèches, kindergartens, day nurseries, day-care centres for children under 6, accompanying children on their trips, home tutoring and lessons, computer assistance, administrative assistance;

daily living: housekeeping and domestic chores, collection and delivery of ironed linen, gardening, odd jobs, caretaking and temporary surveillance of the main or secondary residence, preparation of meals and shopping, delivery of meals and shopping;

for dependent people: assistance for the elderly and disabled, excluding medical procedures, patient care excluding treatment, beauty treatments at home, mobility assistance, taxi fares for the elderly or people with reduced mobility who are entitled to social benefits (personalised independence allowance, disabled adult allowance, etc.) ;

Taxi companies have been able to accept CESUs since 2010.

The law of 23 July 2010, articles 31-1, 17 and 18, stipulates: "The prefinanced universal service employment voucher (CESU) can now be used to pay all or part of the cost of passenger transport services by taxi, financed by social benefits, specifically intended for the elderly or people with reduced mobility."

For more information, visit www.servicesalapersonne.gouv.fr.

Please note: in order to redeem CESU, your employee or the organisation providing the service must be affiliated (registered) with CRCESU (CESU Reimbursement Centre).

Are you a beneficiary of prefinanced CESU vouchers and would like to pay your employee (private individual) with your vouchers?

Your employee (private individual working in your home or registered childminder) must be affiliated to CRCESU if they are not already.

You register as an employer with Urssaf service Cesu / Urssaf service Pajemploi / CGSS (depending on your situation)

You pay your employee using CESU, supplemented by another payment method if necessary

You declare the wages paid and the hours worked on the social security forms or online to Urssaf service Cesu / Urssaf service Pajemploi / CGSS (depending on your situation)

CESU vouchers are nominative. The name of the beneficiary appears on the vouchers. Only the beneficiary can use them, with the exception of home help services provided to ascendants "parents, grandparents" who receive the personalised independence allowance. A beneficiary can therefore only donate them in this situation.

CRCESU, the CESU Reimbursement Centre, reimburses prefinanced CESU to service providers who have accepted them as payment for their services.

Urssaf service Cesu manages the social security declarations of private individuals who employ people in their home.

Your crib is not obliged to accept prefinanced CESU vouchers.

However, you should know that crèches, kindergartens, after-school care centres and leisure centres (for children under the age of 6 and children attending nursery or primary school) can now accept CESU vouchers at no cost to them (with the exception of postage and optional services).

However, these organisations must register with CRCESU using the specific form "Collective childcare facilities (outside the home)", which allows them to benefit from free processing of vouchers. Decree no. 2009-1256 of 19 October 2009 amending article D 1271-29 of the French Labour Code.

No, there are several face values (amounts shown on the CESU voucher).

This value is decided by the funder (i.e. the employer, works council, mutual insurance company, etc. that finances the beneficiary's CESU vouchers).

If you employ a private individual directly, you must declare their salary and pay social security contributions. You must therefore join Urssaf service Cesu / Urssaf service Pajemploi / CGSS (depending on their situation). Failure to do so may result in criminal and civil penalties.

The prefinanced CESU is a payment voucher issued by one of the five structures authorised by the DGE (General Directorate of Enterprises). It is used to pay for personal services. It is identified with the name of the beneficiary and has a defined value.

The declarative CESU, formerly known as the CESU bank voucher, is issued by banks in the form of a cheque book that includes social security sections to be returned to URSSAF.

CRCESU only reimburses prefinanced CESU vouchers.

Is one or more vouchers missing from your booklet? Have you lost your book of CESU vouchers? Have you received someone else's book? Have you received your booklet with scratched vouchers?

For all these questions, contact the funding organisation that issued the vouchers

The deposit slips are sent free of charge by CRCESU.

If the value of your CESUs is less than the total amount due, you can top them up with another payment method of your choice: cash, cheque, bank transfer, etc.

If the value of your CESU exceeds the total amount due, your worker is not obliged to give you change.

No, your CESU vouchers are dated and can be used for a specific period.

For example, if they were issued in 2023, they can be used until 31 January 2024.

In addition, they are used exclusively to pay for a personal service and cannot be reimbursed.

Reimbursement times depend on the method of payment chosen for the CESU vouchers.

Do you employ a private individual or a childminder?

online: if they make a direct deposit online via their personal area on the CRCESU website, the transfer order is processed within 24 hours (next working day subject to validation of bank details by customer services)

sent by post*: the transfer order is made within 48 to 72 hours, on receipt of their vouchers. You therefore need to allow for additional postal time.

bank deposit*: please allow 10 days for processing in the banking system.

* be sure to include a completed deposit slip with the CESU vouchers.

Do you benefit from services of a legal entity (association, self-employed entrepreneur, local authority, company)?

Once the reimbursement is triggered, the payment period depends on the contract they have signed: immediate, 7 or 21 days.

Special case: childcare facilities are obliged to follow the 21-day circuit, in line with the exemption from charges from which they benefit.

Not all banking networks collect prefinanced CESU.

To deposit their CESUs at the counter of one of the partner banks, your employee must:

Attach a deposit slip (no photocopies) - sections 2 and 3 duly completed;

Endorse the CESU vouchers, i.e. they must write their full name and NAN code on the back of each voucher and sign.

If the bank refuses their CESU vouchers (despite the completed deposit slip), your employee must send their CESU vouchers by secure post to the following address:
